Position Description: Communications Specialist, Strategic Engagement Directorate, Joint Training Counter-Improvised Explosive Device (C-IED) Operations Integration Center (JTCOIC)

Synopsis: The overall goal of the Joint Training Counter-IED Operations Integration Center (JTCOIC) is to provide expertise and training to units deploying to theater on efficient and effective utilization of the Joint IED Defeat Organization (JIEDDO) Counter-IED Operations Integration Center (COIC). The JTCOIC is responsible for coordinating the training of deploying units on joint, national and interagency intelligence, C-IED and emerging asymmetric capabilities gleaned from the JIEDDO COIC; integrating processes, practices, concepts and materiel capabilities into Joint and Service DOTMLPF solutions; and coordinating with the training centers to provide realistic enemy and environmental signatures into models and simulations in support of realistic intelligence collection and analysis. Position is located in Newport News, Virginia

Basic Functions: The Strategic Engagement Directorate provides support to the JTCOIC’s internal and external outreach and communication efforts. It represents JTCOIC to, and is responsible for coordinating with, higher headquarters (U.S. TRADOC and JIEDDO) strategic communications, protocol and strategic engagements directorates. It is responsible for coordinating visitors, conferences, outreach, and strategic written and oral communications involving military, government, industry, academic and interagency stakeholders. In addition to supporting these functions, the incumbent must become a JTCOIC subject matter expert and be able to brief both the holistic visitor briefing and those of each JTCOIC directorate to a wide range of audiences. Incumbent must be at ease briefing the across the spectrum of leadership levels, including those from all Services and the Joint Forces Command, training institutions, enterprise partners, competitors and potential stakeholders. The incumbent must possess in-depth understanding of how U.S./Joint forces conduct irregular warfare, how IED threat networks operate and how the COIC functions to counter IED networks and other asymmetric threats. The incumbent must possess excellent writing and organizational skills, be able to assess critical situations and respond with solutions. They must have demonstrated project management and presentation skills. The position will require detailed coordination among many organizations and will require the ability to adapt to fast-paced, changing environments. Incumbent must be able to work as part of a team, handle multiple tasks simultaneously, prioritize effectively and pay close attention to detail. Being able to “think on your feet” to resolve unplanned issues and problems that arise while planning on-site and off-site meetings and events is critical to the success of this position. Position Description: Senior Trainer/Team Lead for the National Training Center Support Team of the Joint Training Counter-Improvised Explosive Device (CIED) Operations Integration Center (JTCOIC)

Basic Functions:

The Joint Training Counter-IED Operations Integration Center (JTCOIC) Training Division trainers must have in-depth understanding of how U.S. forces conduct irregular warfare, how IED threat networks operate and how the COIC functions to counter IED networks and other asymmetric threats. JTCOIC trainers train tactical level war fighting commanders and staff prior to deployment into either OEF/OIF on the Counter Improvised Explosive Device Operations Integration Center’s (COIC’s) reach-back capability processes, computer-based tools, and Attack the Network methodologies. Trainers must competently present briefings, demonstrations of computer-based COIC tools, and hands-on training, primarily at home station, the Service Training Centers, and Joint MRXs. JTCOIC trainers must effectively achieve COIC proficiency in deploying staffs by applying the “teach the man to fish” philosophy so that upon arrival in theater, units can fully exploit the reach-back capability of the COIC portal with its vast tool sets and fully utilize the COIC analysts’ ability to provide fused intelligence products to fill intelligence gaps. As the JTCOIC matures, the Training Division trainers will engage a wider training audience, to include the staffs of joint task forces, corps, divisions, support brigades, warfighting battalions, Special Operations Forces, and Service training institutions. In the future, trainers will also train commanders and staffs of other COCOMs that are deploying to other theaters of operation.

Specific Functions:

A JTCOIC Team Lead must have proven experience in military intelligence all source analysis at senior level positions in the Army or Marine Corps. Supervises and directly prioritizes and coordinates the structure and essential tasks for approximately 8 trainers. Directs and manages assigned trainers ensuring their continued professional development. Ensures contractual stipulations are met and task personnel according to personal capabilities, developing and/or predetermined policies and standards.

Primary Duties & Responsibilities:

• Provide analysis, assessments, and recommendations to JTCOIC Director of Training in planning and operational missions of the team.

• Develop long range operational plans and schedules for joint and service exercises related to CIED.

• Develop and implement internal training to support deploying battlestaffs to conduct current and effective CIED operations.

• Schedule training for units and allocate resources to the needs of the training customer. Manage the NTC Team’s training calendar.

The US military employs a Counter Improvised Explosive Device Operations and Integration Center (COIC) to provide state-of-the-art analysis of IED networks and feed information on how to defeat these networks forward to our forces in theater (Iraq and Afghanistan). The COIC workload is such that it only provides Counter-IED support to forces already in theater. The US Army recognized that units preparing for deployment to Iraq and Afghanistan require training on this capability prior to their arrival in theater. Thus, the Army created the Training Counter-IED Operations Integration Center, the TCOIC, to meet this need. TCOIC Counter-IED Military Intelligence Analysts stationed in Newport News, VA tie in directly to analysts and systems at the COIC. TCOIC analysts examine and analyze IED networks to determine how best to attack the network, and subsequently prepare intelligence products depicting these networks for Army forces preparing training for deployment. Specifically, the analysts tie in thru sophisticated intelligence software tools to the COIC to obtain actual theater-specific intelligence data, sanitize it, and prepare training products for units training at home station and the Combat Training Centers. Then, TCOIC training specialists make contact with Army units preparing to deploy to theater and establish contact with them about 10 months prior to deployment to provide them with the training the units need to fall in on the COIC capability once deployed. Specifically, the trainers become subject matter experts on the COIC suite of software and hardware tools (Deployable Common Ground Station-Army, Geo Browser, UDOP, etc) and prepare to teach brigade combat team/division/corps commanders, staffs, and intelligence functional staffs on the capability of the COIC. They do this both at unit locations and at the Combat Training Centers. They advise commanders and staffs, as well as individual soldiers, on the dynamics of the IED threat and how best to defeat it, and thus play a critical role in helping our forces defeat IEDs and save the lives of our Soldiers. In short, they are “taking part in the fight” and making a direct contribution to our war effort. We are looking for dedicated, Counter-IED trainers who have significant Counter-IED experience in Iraq and Afghanistan.
