Position Description: Senior Trainer/Team Lead for the National Training Center Support Team of the Joint Training Counter-Improvised Explosive Device (CIED) Operations Integration Center (JTCOIC)
Synopsis: The overall goal of the JTCOIC is to provide expertise and training to units deploying to theater on efficient and effective utilization of the Joint IED Defeat Organization (JIEDDO) Counter-IED Operations Integration Center (COIC). The JTCOIC is responsible for coordinating the training of deploying units on joint, national and interagency intelligence, CIED and emerging asymmetric capabilities gleaned from the JIEDDO COIC; integrating processes, practices, concepts and materiel capabilities into Joint and Service DOTMLPF solutions; and coordinating with the US Army and Marine combat training centers to provide realistic enemy and environmental signatures into training scenarios in support of realistic intelligence collection and analysis. This position is located at Ft. Irwin, CA.
Basic Functions:
The Joint Training Counter-IED Operations Integration Center (JTCOIC) Training Division trainers must have in-depth understanding of how U.S. forces conduct irregular warfare, how IED threat networks operate and how the COIC functions to counter IED networks and other asymmetric threats. JTCOIC trainers train tactical level war fighting commanders and staff prior to deployment into either OEF/OIF on the Counter Improvised Explosive Device Operations Integration Center’s (COIC’s) reach-back capability processes, computer-based tools, and Attack the Network methodologies. Trainers must competently present briefings, demonstrations of computer-based COIC tools, and hands-on training, primarily at home station, the Service Training Centers, and Joint MRXs. JTCOIC trainers must effectively achieve COIC proficiency in deploying staffs by applying the “teach the man to fish” philosophy so that upon arrival in theater, units can fully exploit the reach-back capability of the COIC portal with its vast tool sets and fully utilize the COIC analysts’ ability to provide fused intelligence products to fill intelligence gaps. As the JTCOIC matures, the Training Division trainers will engage a wider training audience, to include the staffs of joint task forces, corps, divisions, support brigades, warfighting battalions, Special Operations Forces, and Service training institutions. In the future, trainers will also train commanders and staffs of other COCOMs that are deploying to other theaters of operation.
Specific Functions:
A JTCOIC Team Lead must have proven experience in military intelligence all source analysis at senior level positions in the Army or Marine Corps. Supervises and directly prioritizes and coordinates the structure and essential tasks for approximately 8 trainers. Directs and manages assigned trainers ensuring their continued professional development. Ensures contractual stipulations are met and task personnel according to personal capabilities, developing and/or predetermined policies and standards.
Primary Duties & Responsibilities:
• Provide analysis, assessments, and recommendations to JTCOIC Director of Training in planning and operational missions of the team.
• Develop long range operational plans and schedules for joint and service exercises related to CIED.
• Develop and implement internal training to support deploying battlestaffs to conduct current and effective CIED operations.
• Schedule training for units and allocate resources to the needs of the training customer. Manage the NTC Team’s training calendar.
• Coordinate with joint and service organizations to schedule JTCOIC training.
• Brief training audiences on the capabilities and availability of the COIC.
• QA/QC team trainers and methodologies for home station training, conduct at seminars, and at the training centers.
• Travel estimated to be 25% of employment time, mostly to 29 Palms, CA and Nellis AFB, NV
Background Requirements:
• Former US Army or US Marine Corps military intelligence (senior captain or major)
• Bachelor’s Degree minimum, Master’s Degree preferred (possible exception dependant on experience)
• 10 years of military intelligence all source analysis experience minimum, 20 years preferred.
• Operational all source analysis experience in OIF or OEF as an analyst or chief of analysis had direct experience in the “counter-IED fight,” analyzing IED networks, conducting link and pattern analysis, and ideally using COIC tools (DCGS, Analyst Notebook, ArcGIS, Axis Pro, Query Tree, Geo Browser, Pathfinder, CIDNE)
• TS/SCI clearance is required
